Windows Server License Guide for Growing IT Environments
Windows Server licensing trips up almost every growing IT team. This guide covers the rules in plain language.
Core licensing basics
Windows Server is licensed per physical core — minimum 8 cores per processor and 16 cores per server, regardless of actual core count.
Standard vs Datacenter
Standard covers 2 OSEs (operating system environments). Datacenter covers unlimited OSEs on the licensed host — the breakpoint is usually around 10–12 VMs per host.
CALs
User or Device CALs are required for every user/device accessing the server, unless an exemption (external users on a properly-licensed connector) applies.
Frequently asked questions
- Do I need CALs in a fully virtualised environment?
- Yes — CALs are about access, not virtualisation. They apply regardless of whether the server is physical or virtual.
- When does Datacenter pay for itself?
- Around 10–12 VMs per host, depending on core count and CSP pricing.
